Sacagawea Health Center is responsible for assuring
the rights that St.Helens School District students hold by virtue of guarantees offered underfederal and state constitutions
and statutes. Among these rights and responsibilities are the following:
Right to freedom from discrimination in health and mental health services based on race, religion,
sexual orientation, class, disability.
Right to quality, affordable health care regardless of their or their families’ ability to pay for services.
Right to free inquiry and expression; and the responsibility to
observe reasonable rules regarding these rights.
Right to privacy: This right includes privacy in respect to the student’s medical records according
to HIPPA and SHC’s Notice of Privacy Practices.
Right to self-consent: It is expected that adolescents who are entitled to consent for their
own care and to confidentiality under Oregon State statutes will be notified of these rights when they become clients of the
School-Based Health Center (SBHC) Program. The right to self consent applies to:
A minor 14 years or older may consent to mental health services
A minor 15 years or older may consent to all services.
Any minor may consent to reproductive and family planning services.
Such notification always will occur before any personal or family health history is taken or recorded. Conversely,
any areas of mandated reporting, e.g. child abuse or threat of harm, where information must be disclosed will also be explained
